Why do we do this?

A number of years ago, I realised that the way outsourcing business sell themselves is a highly inefficient process.  Outsourced vendors take on the business development people they hope and expect will produce results in terms of new business.  However, most of them don't but by looking only from the inside, it's often very difficutl to find out in the short-term whether you are on the right track.  This wasted time costs  a small fortune.
